This is Pastel Dumortierite Quartz from Mozambique Africa. The puffed square gemstones in these earrings are light blue with areas of navy blue and pastel violet.
Quartz occurs in a wide range of colors however, naturally occurring blue quartz is rare. Even more rare is Pastel Dumortierite (most Dumortierite is predominantly dark blue). Dumortierite is characterized by its swirling patterns of dark to light blue blended and streaked with other colors including red-brown and violet-blue.
